Community-Based Health Insurance (Mutuelle de santé)

This is a solidarity-driven health insurance system where individuals and families contribute collectively to access medical care. It was introduced to provide healthcare coverage for all households in Rwanda, without any other medical insurance. The initiative aims to ensure quality healthcare for all Rwandans, regardless of their status, fostering inclusivity for both formal and informal workers.

How it works

This is a solidarity health insurance system in which persons (families) come together and pay contributions for the purpose of protection and receipt of medical care

Category I Contributions

Individuals in Category I pay 3,000 Frw per person, with support from the Government and other donors.

Category II & III Contributions

Members of Category II and III each pay 3,000 Frw per person.

Category IV Contributions

Category IV members contribute 7,000 Frw per person.

How is Payment Made?

Payments are facilitated online via different mediums; Imirenge SACCOs (All), Mobicash agents, Irembo at all cells level or Irembo Agents, along with MTN Mobile Money, and Airtel Money. For multiple households, payments are processed through commercial banks. A list of contributing members, along with the ID number of the household representative, must be submitted to the nearest RSSB branch.
